In 2011, Congress declared an end to earmarks, or budgetary allotments that only benefit specific members’ districts.  Since then, Congress has been anything but productive.  Some feel that these legislative doldrums have been brought on by the lack of earmarks.  Tell the class whether you think that Congress should reinstate the use of earmarks.   PLEASE CITE SOURCES IN TEXT AND OUT OF TEXT
